Bell-to-Bell Cell Phone & Personal Device Policy
Effective 2025–2026 School Year
In alignment with New York State’s Distraction-Free Schools initiative and guidance from Governor Kathy Hochul, Little Water Prep is implementing a bell-to-bell policy restricting student use of personal electronic devices during the school day.
Students are not permitted to use cell phones, smartwatches, tablets, or other personal, internet-enabled devices from the first instructional bell to the final bell at dismissal. This restriction applies throughout the entire school day, including in classrooms, hallways, bathrooms, lunch, recess, and during transitions. The purpose of this policy is to reduce distractions, improve academic focus, and support a safe and engaged school culture.
To comply with state requirements, all devices must be stored securely during the school day. Students may not keep devices in backpacks, pockets, or on their person. Little Water Prep will provide secure and accessible storage solutions to ensure devices are safely stored and not accessible during instructional time.
Exceptions may be granted for students who require device access for medical reasons, as part of an IEP or 504 Plan, or for specific educational purposes approved by a teacher or administrator. Additional exceptions may include verified family caregiving responsibilities, use of translation services, or in the case of emergencies. All exceptions must be reviewed and approved by school leadership or designated support staff.
Families who need to reach their child during the school day should contact the main office. Our staff will ensure timely communication as needed in urgent situations.
Students who violate the cell phone policy will be addressed in accordance with our school-wide behavior system. Consequences will be fair, progressive, and aligned with state guidelines. While repeated violations may lead to increased disciplinary action and parent contact, students will not be suspended solely for a first or isolated offense. All responses will be consistent, equitable, and designed to reinforce the importance of maintaining a distraction-free learning environment.
